fic related history question.

I've been wondering if Spike's fear of bear in "Pangs" might have some serious roots. I know that by Victorian times it was banned but does anyone know if William could've wittnessed an illlegal bear baiting? I think dog fighting was very popular at the time but I'm not sure about this.
